HARIPUR: The office of the Deputy Commissioner Haripur has here on Wednesday enforced the freezing orders pertaining to the properties and assets of the Pak-China Fertilizers Ltd. Section 144 CrPc was also imposed barring any kind of shifting of assets or land mutation deeds on the request of Privatization Commission to protect land owned by Pakistan China Fertilisers Ltd.
According to an order issued from the National Accountability Bureau Peshawar on August 27,(copy available with this correspondent) that there was an inquiry going on against M/S Barq Initiative Pvt Ltd, M/S Apex Technical Services Pvt Ltd., Muhammad Rafiq Bhojani, Amir Abbas Bhojani, Zain Abbas, Ashfaq, Anees Abbas and others under sections 12 and 18 of National Accountability Ordinance 1999, and section 24 of Anti Money Laundering Act 2010.
“The subject inquiry is in process at this Bureau. During the course of inquiry it has surfaced that M/S Schon Group, through its directors/shareholders in connievence and collaboration with the subject persons and others caused loss to the national exchequer by not paying the decretal amount to the Privatization Commission of Pakistan and are involved in fraudulent transfers of shares and assets of Pak-China Fertilizers Company Ltd situated in district Haripur without the payment of the same and attempting to establishing an illegal housing society on the land acquired by the Government of Pakistan for Pak China Fertilizers” the order says.
It said further that the land acquired by the government for PCFL was 1902.3 kenals in Mauza Pahnd and 234.16 kenals in Mauza Darwesh. The NAB KP ordered freezing of the assets and land in the name of PCFL.
In compliance with the directions of the National Accountability Bureau (NAB) Peshawar, the Deputy Commissioner Haripur Waseem Ahmed has enforced the freezing order directing the District Police Officer to deploy security for protection of assets belonging to PCFL.
A committee headed by Additional Deputy Commissioner (general) and comprising AC Haripur, In charge Service Delivery Center and Revenue staff to visit the land owned by Pak China Fertiliser limited and do a stocktaking exercise. The Sub Registrar, Revenue Officer and Incharge Service Delivery Center directed to not enter any mutation regarding transfer of land in KHASRA Numbers mentioned in NAB’s freezing orders. The DC also imposed Section 144 imposed on the request of Privatization Commission to protect land owned by Pakistan China Fertiliser and affixing of signboards regarding NAB freezing orders.
It may be added that the PCFL, then a state owned enterprise, was established during the late 80s. However the IJI’s government led by Premier Mian Nawaz Sharif privatized the PCFL in 1992 amid labor union’s objections and protests to sell the industry at throw away rates.
The bid winning Schon Group had kept the unit operational till 1997 and as per official statistics it had a daily production of 350 tonnes of urea. But the private owners who reportedly obtained huge bank loans in the name of PCFL, declared the unit sick and closed it down when there was a strength of over 700 workers engaged in the production process, Zain ul Abideen, one of the former workers of PCFL claimed.
